But the weird statistical gathering is just an effect of the evolution of solar systems.

That's probably how they discovered Planet Nine, it's the reason why.

No. All orbits shown have high inclinations so it is just a question of perspective.
Mind you the idea is that Planet 9 ended up where it is by kicking out the rest and the chosen perspective emphasises this.
