Yes they're always falling but they keep missing and it takes a long time anyway. Eventually they all fall and turn into xrays but there probably won't be anyone to watch because it's a very long time from now.
Gravity is a word that names the feature of attraction between two masses, e.g. your phone, and the earth. When your phone moves laterally enough to the earth outside of a gaseous atmosphere that we call air, it falls continuously, this is called orbiting. Since everything on earth including it's atmosphere is moving fast enough perpendicular to the sun, it too falls continuously. Galileo noticed that two pendulums of different arc lengths at different heights, completed a swing in the same amount of time. This demonstrated that the acceleration of objects is constant for all objects (depending on how far away you are).
