Intelligence is partially genetic, partially learned. A secret program would be that rich families send their kids to actually decent schools to learn subjects that cater to analytical thinking and logic and not bullshit like common core and social sciences.

First off, yes it is genetic.
Second, no there isn't a one specific "intelligence gene". Many seperate sections in your DNA form together what is your intelligence in the end, but these very same sections are also accountable for other things in your body.
Third, the eugenics program in the US (which was both executed longer and more intense than in Nazi Germany) proves eugenics doesn't really work.
