It's A. Fuck off with this bullshit. Dividing a kilometre by a metre gives you a scalar 1000. Division by per second is the same as multiplying. It's in 1000 s, therefore after dividing by a thousand it's just seconds.

Considering the question itself is retarded because it says dividing/multiplying by 1000 (no units), the correct answer would be D.
Km/(m/s) = (Km·s)/m = 1000m/1km · (Km·s)/m = 1000s.
The wording of the answers is ambiguous. "If you multiply by 1000." Multiply what? The final answer? Multiply seconds by 1000 making it a kilosecond? 1st graders command language better than this.
Do you understand that 1 kilometer divided by 1 m/s is 1000 seconds? If so, you're fine.
(1000*m / (m / s))
(1000 / (1 / s))
(1000 * s)
=>
((1000 * s) / 1000)
