What does it mean when some people say that big bang is not an explosion?
Explosion: a rapid increase in volume and release of energy in an extreme manner
...Isn't it technically what it is? Is it a meme?
if it was an explosion, like a bomb, the universe wouldn't seem symmetric from our point of view (except if we were at ground zero)

Our universe, is right now sitting at the end of the 'bell' edge on.
The current state of cosmologay is a little tragic with memers like Tyson and Cox, so that anyone studying it is referred to as a 'bell-end' in an affectionate manner.
