Why not to use airplanes with rocket propulsion? Wouldn't the lift reduce fuel expenses?

The extra weight of the wings requires even more fuel. The extra drag made by the wings requires even more thrust until it is out of the atmosphere.
It'd be better to use a balloon to get you as high as possible then launch a rocket. But, that is illegal in the USA.
