You're talking about two different phenomena. The redshift is caused by the expansion of space. They're getting further away, but not moving. This effect is greater in proportion to distancefrom us.Those galaxies also have motion in various directions. Andromeda happens to be moving towards us. Since it us so close to us, this effect is greater than expansion and the net result is decreasing distance.
