The navies of ancient greece and ancient china used it extensively. I imagine it's also a good way to terrorize a ship. Fear is one of the better weapons.

Vikings used bows, they were "pirates."

When guns were developed, early on bows were superior because you could fire 5 or 6 arrows in the time one bullet could be shot. Bullets were harder to make on the seas than arrows.

But traditional pirates, like french, spanish and english pirates, didnt use the bow very often.
