The light is coming from the moon and is reflecting/refracting off the crystals in the atmosphere. It is like staring at a flashlight in rain or fog. you can sometimes see a similar effect.
A rainbow created by the sun is the same thing only the light source will be behind you. The rainbow is also a circle, it is just so large that you usually never see it fully. If you stand on a ladder and spray mist from a garden hose around in the air on the shadow side of the ladder you can see an entire circular rainbow.

It is circular because your eyes are circular, camera lenses are circular, and the light that is the moon has a big reflector shade around it, it is evidence of our simulation and the flat earth.
