Depends what "grown adult" are we talking about here? IQ varies in certain groups of people. I highly doubt there are many 7-year-old's with an IQ of 100+.
I'm not a neurologist so I can't really speak much on brain development. However, I know for a fact it's possible for a young person (aged between 12 and 15) to be very intelligent.

In some ways, yes, but their brains are literally not fully formed at that point. So a 12 year old is never going to be able to think like an adult.

Honestly it's probably possible but very rare. Most common precocious children are usually ones who are like 13 or 14 and as intelligent as the average adult.
