Sure you can define them to be the same in the colloquial sense and then talk about that but you have to remain consistent and you aren't.
If you go by mathematical intelligence and ability to grasp abstract concepts then nothing Newton has done, not inventing calculus or writing the principia, has shown that. He could be an actual genius in this sense for all I know but he hasn't shown any proof of it.
If you want to change your definition of genius to impact then sure. But then you have to say Darwin is a genius, Salk is a genius, etc. And in this sense Tao is not a genius, and neither is Witten.

It's hard to quantify and compare. Tao is impressive because of the sheer number of fields of mathematics that has had an impact on. On the other hand, Witten won a Fields medal (despite being a physicist). Also, Witten majored in linguistics/history as an undergraduate, somehow got into mathematics graduate school at Princeton, convinced David Gross to take him on as a graduate student, and graduated from grad school in 3 years.
They were both child prodigies. So I'm not quite sure. I would guess that Witten probably has the more expansive memory of the two. I've read that he knows a shit ton of obscure history. He's also like an expert in '60s - '70s era topology, again despite being a physicist.
