The thing to note is that divisibility is not an interesting notion in a field, in that all nonzero elements divide each other. So in this sense, yes 0.30 is even. But that's not a useful question to ask of non-integers.

x = 2k where k is an integer
We can find a suitable and unique k so that
30 = 2k
Obviously, k=15.
3 is odd because there is no k so that
2k = 3
Remember that k belongs to the integers.
So for .30 you need to find a k so that
2k = 0.30 but there is no such k.
Is it odd? There is also no k for
2k + 1 = 0,30
