No, that's the entire point of relativity, there's no such thing. Each colony would have its own time.
Yeah, I've always wondered what would it be like in planets with 50 hours days and 800 days years or any other number. How would we define the standard? Probably based on earth, at least for the first couple generations when people weren't adapted to the new circadian rhythm. But what if they got used to longer days and nights to the point that following Earth's standards was counterproductive?

Keep in mind if we were on another planet, the planet WILL have different day times. Its absolutely guaranteed. Therefore they would probably have two time zones - their own and Earths, but mostly would only worry about their own time.

If you have a communication method that is faster than traveling physically, then yes you could.
Then again, if you had a method to synchronize the distances some how, it's much easier.

We would probably use computers in every space ship that converts our relativistic time to earth time, and ignore the fact that our bodies are aging slower than earth.
