Sure but the mess of scattering, reflection, refraction, ... can permanently blind anyone looking that general direction for miles. This is why most military lasers are labeled "test" units and used in remote locations like out at sea. They are trying to play it both ways, which is way the UN need to lay down the the regulations now. As sooner or later this laser weapon issue needs to be fully addressed before it becomes a acceptable weapon of war.

If only Gandhi knew of such advanced weapon platforms he may have said something different about making the whole world blind.

It's not a matter of accidentally lasing somebody you didn't mean to. It's a matter of the illuminated point being so bright that THAT causes eye damage to anybody nearby.

That's why you're supposed to wear eye protection when working with lasers; not because you might screw up and aim the thing at your eye.

They sell older models to third world countries and beyond the money itself they create regional powers who are dependent on America to stay powerful. That influence gives America the ability to coerce even more countries into shit that further benefits the US, like how the petrodollar props up the value of the USD.

Since when was the US concerned about what the UN declared? The US is specifically not party to many UN declarations including some relating to war. Look up the US exceptions to the Geneva Conventions on war.
