Stealth aircraft are not invisible to radar, just dark. And most of this effect comes from their shape, not their surface coating.

There's a good chance that the radar operating frequency is not absorbed by the RAM and/or the cops are using LIDAR guns which are far more common these days. So it probably wouldn't help.

No. Its not really the paint, but the geometrical design of the aircraft that is responsible for the majority of the "stealth" factor. The large flat angles are done so that the majority of a radar signal will be scattered in a direction away from the source. The paint is just to shave off the last little bit of returning signal as it enhances the scattering.
