I assuming that it means circles, and that the answer would just be finding some way to relate the four numbers in both graphs to equal each other. The sixteen seems to be there as rule out a few possible relationships based on its position, the two bottom number also combine under the two top numbers, as if to say (7 *or+ 11) / (10 + 2). Also two graphs tells me it cant be solved with a single graph....
