The light is coming from the moon and is reflecting/refracting off the crystals in the atmosphere. It is like staring at a flashlight in rain or fog. you can sometimes see a similar effect.

A rainbow created by the sun is the same thing only the light source will be behind you. The rainbow is also a circle, it is just so large that you usually never see it fully. If you stand on a ladder and spray mist from a garden hose around in the air on the shadow side of the ladder you can see an entire circular rainbow.

It's basically like a rainbow, which are also circles (obviously the other half circle of a rainbow is under the horizon, but in this case the radius of light being refracted is much smaller),
