I've been completely shitfaced in public many times and interacted with cops in an obviously drunken way and never got in trouble, but that one time I was just minding my business taking out some cash maybe a little slowly and they grabbed me and took me to the drunk tank. I protested of course and that only made it worse. Never argue with cops (even if you're white)
