What's the appeal of a girl with a shaved head? I'm not doing the whole "lol you like girls with short hair so you're gay" thing, I just thought that baldness was generally unattractive for either gender. It just seems like a lot of girls (like pic related) look better with even a little bit more hair instead of a buzz cut

I like it because it has a different aesthetic appeal. Clean, simple, cheap. If the woman wants to wear make-up it can sometimes require them to scale things back if they want to rock it right.
If we're talking full shave/lather/buffing bald, I guess the added level. The eyes stand out that much more. It's that much further away from just a shave. It's sort of a thing where they're owning it, too. The whole trope of the bald badass you see among guys who take on the style is also present in women with it.

Also, I suppose there's the thing where for a lot of women, they see themselves as defined by their hair. There's the whole thing where if a woman shaves her head their mother will cry because suddenly they're not a woman anymore. It's almost like a sort of bondage by association. So there's that show of strength. Where they take the stand that they don't need hundreds of dollars of hair care crap and constant care and that they don't need to sweat and toil. It's almost like a liberation thing.
Or I may just have a shaving fetish like Freaky Fred from Courage. Or that may just be an additional thing. Who knows? I think it looks hot.

I can only speak for myself, but it's a huge confidence thing. A lot of girls pride themselves on their hair. Hair complements features. Hair can be styled or dyed and a lot of girls are told that hair length directly ties into femininity. A lack of hair shows confidence and a lack of needing all that.
A shaved head makes a girl's facial features stand out far more without needing to be hidden or complemented. A shaved head takes the attention/focus away from preconceived notions about what makes a woman attractive and feminine and instead makes you look at the woman herself.
My girlfriend was good looking with medium length hair. When she shaved her head, though? HRRRRRRRRRNG. Pic related. Girlfriend looks just like that, but with glasses.

It's a fantasy story based on my love of movies. Sword and sandals flicks and exploitation movies, specifically. I can narrow it down to three things. Albino gladiator pimp, kung fu hookers, and rival sorcerer pimp. The protagonist in question is a five foot nothing bald black prostitute who is on the run from her former lover/pimp, who she spurned and wants her dead. She's a sneaky rogue type who ends up using a shut in executioner/gladiator as a meat shield, before they ended up opening a brothel.
Character design started with wanting an opposite for the other protagonist and wanting something bold and eye catching, then...Turns out I have a major thing for bald black chicks.
