It's a thing. In the US they stopped officially allowing it about 30 years ago, but some more remote schools were still doing it under the guise of physical examination day. It's wasn't completely wiped out until some time in the early 2000s in the us because people were crying rape for no reason

I know it's a thing, people use it sarcastically. I went to two middle schools and three highschools (parents moved around a lot and eventually divorced) and every single one had penis inspection day.
