It's probably the "tubes" in your neck relaxing, thus not letting the air in and out quite as easily. The same thing happens to the muscles in your esophagus, that's why acid reflex is more prevalent in people who drink - not only because of stomach acid levels but the heart burn feeling because the muscles don't "keep it down"

Probably because your body is bad at metabolising acetaldehyde, a toxic metabolite of ethanol.
