I do this just to test people. If anybody acts as though they expect or are entitled to a tip, they get nothing. Because of this, I can afford to tip the more humble ones 30% or as much as 50% if they go the extra mile or if I've been difficult.

In the US, it's the custom.
Also employers are allowed to pay tipped employees shit wages (although technically under the law if the tips don't add up to minimum wage the employer is supposed to make up the difference, a lot of employers break this law).
