The latter slogan is at best a naive misunderstanding of what the movement is about, and at worst a deliberate attempt to defuse the energy of the movement with irrelevant bullshit.
The key to understanding this is remembering what the origin of the movement was; police brutality aimed at blacks, primarily young black men. The disproportionate violence and the lack of justice in these cases created a feeling among black Americans that their lives weren't considered worthy of protection from the apparently random and unwarranted violence of police officers against them; and clearly that the police themselves did not consider their lives worthy of any consideration. The slogan, then, is an attempt to push back against that apparent trend; "No, my life matters too, even though I'm black it matters just as much as a white person's."
The "All Lives Matter" version of this is quite obviously a misunderstanding of what's going on in that context; nobody is worried about whether the police or society in general think white lives are worthy of protection because they do. The thing that's happening is happening to black people, not to white people (or at least not yet). To try and divert attention to people who are already doing okay in this system is counterproductive for a movement that's trying to draw attention to and help a group of people who have every reason to fear being beaten or murdered for no good reason every time they get in their car. It's not saying that not all lives matter; the specific problem they're seeking to address is that black lives in particular don't seem to matter to this society or to this criminal justice system.
You can disagree with the BLM movement if you want, but the AllLivesMatter slogan is almost a non sequitor in the context of what's going on and is purely the province of the ignoramus or the liar.
