It largely depends on what city you'd like to live in. I live in Philadelphia and I've seen places go for $250/month in some neighborhoods. Lots of the poorer areas are being gentrified by the homos and the universities though, so rent is going up. If you don't mind who your neighbors are, you'll find cheap places all over the country.

Before I moved out the city, the noise was a big problem for a lot of people. Never really bothered me though. But I guess I was use to it since I was born and raised there. But depending on where your apartment is, unless you get some quality ear plugs don't expect a quiet sleep.

I had a Chinese family living above me. Sweet people, but holy shit were they loud. I never heard people having sex, but I guess that's more of a problem if your neighbors are a young couple or newlyweds.

And it's all relative, anyway. Fucking duh, an NYC apartment is going to be more costly than acres in the middle of nowhere. The cost of living is completely different in both areas. Stuff costs less here, but people also make less, so it all balances out. And of course, supply vs demand comes into play with prices, as you pointed out.
