Can someone explain to me the dynamic between Wojak and Pepe? It seems that sometimes Pepe is himself a victim of circumstance, while variously he is the smug victimiser of Wojak.

I think that Pepe is the sadist and instigator, while Wojak merely fights back out of rage and revenge.
They do seem to get mixed up though. Pepe used to be the "feels" meme before Wojak came along.

I think it's a hierarchy. Pepe may be a sad robot, but he's still able to bully Wojak.
Pepe is the top.
Wojak is the bottom.
I think you should set apart the "sad frog" from the "smug pepe". These two have completely different dynamics with Wojak.
