Guy who cheats (has one night stands, friend with benefits, prostitution, etc. Basically sex with no romance) on his girlfriend because his girlfriend constantly refuses sex due to it triggering unpleasant memories.

Girl who gets into a relationship knowing she doesn't like sex, making out, or cuddling because it triggers unpleasant memories

The guy. IF he knew that before he got into the relationship.
The girl. If she never told the guy until it was too late, but then again, it's hard to specify when exactly is 'too late', as leaving is always an option.
More likely the guy, though. She clearly needs someone who doesn't need sex, some things are not made to be, simple as that.
The first m8. Why would you even consider going into a relationship with someone who can't provide for your needs? Why would you still be in such a relationship after you established the fact she won't soothe your needs? That Only normies are capable of being so stupid, reeeeee rooooooo etc. etc.

The first case. By far.
The girl in the second case arguably might have committed a lie of omission, but it's not as much of a big deal. Just break it off if it doesn't work out. Not even making out or cuddling is somewhat extreme though... If it doesn't get better over time, then she has to be willing to figure out a solution for her bf if he's not OK with that.
