Depends on the pupper. If simplicity of your own mental capacity is what you're going for, you should sooner wish to be a mentally retarded or otherwise notably neurologically impaired person, human. Because you still get the privilege (actual privilege, not the meaningless way it's used by cultural marxists) of protection by virtue of being human and nothing more.
Not very pupper is one with a peaceful life. Look up puppy mills, fog meat production in some places, dog racing, dog shows, dog fighting, common neglect/abuse of dogs by people who own them, dogs trained for military service, servants for blind people, search and rescuers for finding people after disasters, firefighter dogs, police dogs, therapeutic dogs. The spectrum of experience for dogs varies widely from food, utility or house decoration or actual companions in rare cases.
I don't think they'd choose to be entirely dependent on and subservient to potentially (even likely malevolent, malicious and abusive or at least apathetic, negligent and neglectful) beings, namely humans, if they could understand their situation and act upon it accordingly.
Dogs can have it made, be somewhere in the middle or have miserable lives.
