Cartoons cannot have boobs unless it's late night cartoon. Animation isn't very popular in America since it's deemed very kiddy. If you are an animator and you want a cartoon on cable, you have very limited options on which channel you can have your cartoon aired on.
Cartoon Network, FOX, Nickelodeon, Hub, Disney XD are very strict on what's okay. You have a cartoon on Comedy Central, but the only successful cartoon on Comedy Central is South Park. Any other channel isn't going to get you much views.
