I think so. Being a NEET is the result of DNA that is accustomed to being royalty and to not allow the NEET to be NEET, you'd be discriminating against them and would be no better than a homophobe.

NEETs are inverted royalty in a modern society where everything is the opposite of what it's supposed to be. They made slavery glamorous by promoting the "work ethic."
What really defines royalty is the will to power - asserting your right to be placed above others without recognizing any obligation towards them or any moral claim they could have on you as you are above them. The NEET demonstrates this will and thereby is exercising a claim to royalty.
