Under pure capitalism NEETs would not be able to benefit from any kind of social program and would need to engage in economical activies (and thus, compete) for their subsistance instead.
Under pure communism, I would assume that the principle of "From each according to his ability, to each according to his needs" would be the prevalent one. And well, the first part would result problematic to NEETs because we are worthless pieces of shit desu senpai.
The best thing to do would be to maintain the current status quo.

We've never had a true communist system, greedy dictators rise and take over all systems. We could also do with some form of individual representation when it comes to our nations politics, our current elected officials don't fight for things the public largely want, ie drug reform and decriminalization, 80-90% of the public agree the war on drugs has been a complete waste of money and time, yet nothing gets done about it with our so called representatives, proving they don't infact work for us.
No way we're ever paying off the debt, the economy WILL burst, we're living on borrowed money/time.

Any viable system needs at least one ideological fold. As in it generally moves in one direction before moving in the opposite direction in some specific ways. Markets and socialist programs don't have to be mutually exclusive. They never were for successfully developed nations. It's not a matter of either/or. Goddamn why don't people get this yet.
