Because Japanese people treat black people the way we would treat an orc. They're a novelty, something to take a picture with, show to your friends, and say "look, I met one in real life!". You're not taken seriously as a romantic option unless you're rich. My black friends do just as well as my white friends in Japan when it comes to the women. The most important thing is just being able to speak the language. Read any blog by a white guy or especially a white girl living in Japan, they are always the ones to call out the relatively light racism and get pissy about it.
