idk if there are any other uses for the word progression in english but in music a chord "progression" refers to a set of chord that you "progress" through, wether it's a good or bad progression.
Using the word progress would imply that you made a positive change. In this case a positive change in society. This is not the case because this is an actual step back.
Progression is a good word for this because it is a progression of some sort. Not necessarily a positive progression, but a progression of some sort.
