As someone who has worked in food service it was extremely obvious that the manager was in full blown "stick it to the customer" mode. I would say that he wasted the officer's time but the officer very obviously had no intentions of even caring about what the customer said and was probably going to do whatever the manager wanted. It's likely this is a shitty small town and that the officer does a lot of dirty work for the owners or knows them personally.
