It is a judgement based on how technology is currently improving. It is also based with the idea that we will see a slight decline in the semi-near-future (10-15 years). Without said decline I would say around 2039 instead.

This is just for what seems to be the perfect companion mind you. It won't be perfect in any way. But it'll definitely be enough to satisfy many people while more advancements come around.
