Theyre designed to be appealing. Prolific at masculine things (sports, music, combat, whatever the anime calls for) while bursting with femininity (bashful, submissive, respectful, flattering) unlike tomboys. Western media companies are run by (((a particular demographic))) who refuse to portray women being submissive toward white men (unless it's out of fear, or unless it's to blatantly manipulate the white men). They're fine showing women submit to black or brown men, though. In fact, next commercial you watch with a submissive woman, I can guarantee you that the man will be brown.
