Yeah, if I remember correctly there's a difficulty bar in the menu. Just be sure to select a weapon your character is proficient in.

Also be sure to read all the in-game books related to the quests. They're quite neat. The guy who authored a lot of them was a student of comparative religion, so he's embedded ideas from various mythologies in there.

2) The "saviours" said that leaving doesn't necessarily mean immigration will be lowered which is objectively true. Leaving the EU was about having control of immigration, sovereignty over immigration which allows different governments to set their own immigration levels. If you low immigration after we leave the EU and don't have freedom of movement, vote UKIP. If want free movement you vote Labour.
