Just get something with Selenium Sulphate in it, like Selsun Blue and keep at it. If that doesn't work, try an alternative formula (Sodium Sulphate I think, you find it in Nizoral iirc) and keep at it, washing daily for a few weeks. Just don't lose hope and persist until it gets under control. Put some in your beard or eyebrows, but avoid the eyes and mouth when rincing.
Head & Shoulder's exists OP.
If that fails, ask your parents to get you Nizoral (ketoconazole) from the pharmacy......

This will target dry scalp, which is odorless flakes of dry skin. If op actually has dandruff, which is bacterial this wouldnt help. but OP probably doesnt have dandruff

Apple cider vinegar

Work it into your scalp after you shampoo and leave it in while you do the rest of your showering.
Rinse it out as the last thing you do int he shower
The smell will go away after it dries out. Assuming you rinsed it out well
If you've got any cuts, it'll sting like a bitch.
It will also sting your eyes.
So slick your hair back and wash your face before opening your eyes.

Also drinking a shot of apple cider vinegar every day is supposedly good for you
