In the same light, Solon used taxes he levied on brothels to build a temple to Aphrodite Pandemos (literally "Aphrodite of all the people"). Even if the historical accuracy of these anecdotes can be doubted, it is clear that classical Athens considered prostitution to be part of its democracy.

Brothels are truly the mark of a civilised, controlled society. They allow men of all races and classes to come together and partake in the natural, instinctual act of copulation with neither shame nor judgement nor worry. They also allow women a constant, guaranteed source of income should they want to work in prostitution.
With regulated brothels, everyone wins.

Do note that these were actually subsidized by the state, the cost was extremely low so as to give anyone the chance to fuck a whore practically every day. It's completely unlike what prostitution is in the countries where it's currently legal in.

That's why I mention regulation
Simply legal prostitution leads to legalised pimping. It doesn't help anything in my opinion, if anything it makes it easier for pimps. Government-regulated brothels are the way forward for numerous reasons, including regular health checkups, truly independent workers, and as you say lower costs.
Here in the UK, prostitution (just paying for sex) is legal unless you're kerb crawling. As a result, you get pimping networks filled with women that claim they're independent, while sharing an apartment with 4 other whores. Finding a proper independent girl is like hitting the jackpot
