No you just scatter them before the normies arrive. Their tires will pop, but you might need to bend some of the nails around each other to get a pop. It's a virtually untraceable crime.

It works better to bend them at 90 degrees, hook them like the Mythbusters did in Spy Car 2. www.discovery.com/tv-shows/mythbusters/videos/spy-car-2/ Make many so if the drive over one with a flat end up, they will likely run over one with it's sharp end up.
