Public transportation is crap.
The parks are crap.
All events are crap.
There is nothing new and anything interesting has been labeled dangerous.
I think part of the reason why people have delved into the internet the way they have is because they wish to vicariously live through both simulated experiences and other's more interesting lives [more access, money, time, connections, locations, etc].
4chan is all of that with a mix of humor and stimulating chaos.
So, like all addictions, it's going to be heard to break.

My problem is that I often go on 4chan, thinking I'll only stay an hour, two tops, and then I find myself umoved in my chair 8 hours later.
Are there any software tools or other tips to help with this, and to do what my willpower alone is not capable of?
