But when someone very obviously physically larger/stronger than you is holding you down, it seems kinda stupid to try to fight him off if you have no idea how to. The man is already likely hurting the female, and any struggle will be met with more pain.
Also, implying the woman isn't too scared to move (common), it makes more sense to kind of wait and look for an opening, anyways.
