There were many studies done about the possibilities of setting up a base on the moon. The most conservative estimates required the equivalent of 500 Saturn-V rockets to carry the necessary equipment, material, and supplies there.

There is also the small matter of there being no reason to have a moon base. There is nothing there. There is no reason to have a base there.
