I've had this weird rash like thing around my nose since I was like 13, it's not really acne and it doesn't really go away

here's some of my acne tips that have never failed me:
>try to not eat greasy and sugary foods
>drink a lot of water. I drink about gallon and a half a day or so.
>never touch your face, unless you just washed your hands
>never put your phone screen directly on your face
>wash your face periodically throughout the day, water is fine and normal soap
>disregard acne products, using them too often makes your skin used to them and they eventually fail
>put a clean wash towel on your pillow every night. Your pillow sheet absorbs in your face oils that come out at night.

What do you even consider as severe acne?
I have tried absolutely everything and mine still wont go away.
Every single treatment and solution either hurts my skin or makes it worse.
