Actually what happens to both males and females around 28 is that the capability to enjoy hedonistic activity lessens and you become more "responsible" in your choices as a result. People say that they have "learned from the past" and "grown up" but it's not true - it's just that binge drinking, music, hell even sex and definitely highs from social relations don't feel as intense as when you're 20. That's why you stop doing that shit and focus on stuff that still brings you some satisfaction - which is working towards your future in a responsible manner. (there are studies to back this up)
