He probably lives with his parents. It costs roughly 2-3000 dollars to move out initially (deposit and shit). If his parents are also poor, that's probably not doable.

How is he going to apply for a job he can't get to if he can't move there immediately? If he has no vehicle or means of getting there, how can he be interviewed at all?
