I want to move away from my parents, but I've heard councils differentiate between people new to the area and those who've been there a while. I live in a dead-end rural area with no work I could do available so moving out within the area would be both pointless and unviable.

Here is what happened, i am a new tenant who recently just got a council flat after waiting 2years for one. About 6weeks has passed and i am settled in, one afternoon i get a knock on the door, its a white man in his late 40's's in a business suit with a clipboard. I dont recall him wearing any ID.
He asked if I'm the tenant of this house and i say yes, he then states that he works for the council and he needs to check my pipework from the radiators inside the home, i thought this was a bit strange but as a new tenant and this being my first home i thought nothing of it.
He proceeds to check each room and inspecting the pipe work and notes a few things down, he then tells me i need some new radiators replaced with modern ones and says he will contact me in a few days.
