There's a very low real estate tax so wealthy people have gobbled up most of the land and now what's left is really expensive, also many old people don't want to sell. On top of that cities like San Francisco have very stupid ordinance policies which prevent cheap housing from being built. What Calidornia is all open roads in the rural area. Miles and miles of quality well maintained road. In the Urban areas of major cities the roads are worse because theres so much traffic and heavy vehicles. But in the suburbs and roads connecting cities theyre always well maintained. Driving around California is pretty amazing especially the Pacific Coast Highway.
