People that don't actually know what goes into running a business are always quick to say that a specific worker "doesn't actually do anything." While for some jobs this is very true (most consultants, most HR) there are a lot of subtle intricacies that go into running a business that are made much more efficient by offputting the specific labor onto another person. Even if it's not physical labor in nature, the job is a smaller part of a bigger system that's necessary in order for it to function efficiently.
There's a thing to be said that certain unnecessary government regulations create the need for a lot of superfluous workers that don't really do much other than work around what the government tries to enforce, but that's another issue.

From my experience managerial work is mostly approving shit and counting money. As far as how the burger actually gets from the horrifying slaughterhouse to the equally horrifying gullet of the consumer, that's all done by laborers. There's sometimes decisions, but usually decisions fall within predetermined guidelines and aren't terribly difficult to make. Anyone with a decent education could look at the numbers and make a good guess, the only thing that makes management special is that education of that level is withheld from many classes of society.
Makes me glad my managing still sometimes involves menial labor so I don't completely lose touch.
