That's a fair observation and people who say they're bisexual will probably agree to that. I consider myself pansexual. If you think about it, bi- implies there are only two genders, which isn't the case (if you believe that, but also it isnt the case). So calling yourself pan- ultimately means you can be attracted to anyone despite whatever gender they have/identify with. But people who say they're bi- will also argue that they also can be attracted to anyone despite whatever gender. It's really just semantics.
