This is a myth. There were some penal battalions that set up machine guns to shoot deserters, but by and large the image of the Commissar shooting his own men is extremely exaggerating. Stalin's orders to that effect lasted a very short time before the idea was judged counterproductive and dropped.
Most people in the Red Army didn't need any more motivation than the fact that the Germans had just raped and bombed their way across half the country.
